The program is open to all business owners and multi-unit building owners.  For every water account they can apply for up to 2 rebates for replacing a high-volume toilet (13L or more) with a low-volume toilet (6L or less).  There are two rebate options:  

$75 rebate for dual-flush toilets or 4.8L  toilets OR $60 rebate for 6L toilet

Installing a low-flow toilet in a high traffic washroom could save 87,600 litres of water per year

= $70 savings on your water bill/toilet/year

Multi-unit building owners can also apply for a grant through the Office of Energy Efficiency that will reimburse 15% of the costs of purchase and installation of the toilet.  Owners can apply to both programs to increase their savings.
